I found a bunch of old photomanip tutorial books while cleaning out my desk, very beginner stuff, what should I do with them???

Photoshop question, help needed

So I'm working on this project and a lot of the elements needs to be shrunk down to smaller then an inch... Is there any way for me to do this without it looking to blurry when printed? I wanted to go back in and paint some of the detail back in but even a 1 px brush seems to be to large? Am I totally screwed??? Or can I save the details some how? I'm just really worried it's going to look very blurry and like ugly blobs of color when I'm done
